Salary Range:  Min:  $106,080  Mid:  $140,540  Max:  $175,000 

 

SUMMARY

Directs, administers, and coordinates the activities of the MCHD-EMS in support of policies, goals, and objectives established by the Chief Executive Officer and the Board of Directors by performing the following duties personally or through subordinate managers.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Oversee and monitor employee worksite safety and health programs to improve quality, control processes, eliminate losses, protect employees, and prevent occupational hazards.
  • Develops and recommends EMS program goals and objectives.
  • Formulate policies and direct the overall operation of MCHD-EMS.
  • Advise and make recommendations to the Chief Executive Officer on possible operational adjustments.
  • Coordinates in an Administrator On-Call system.
  • Maintains a sound plan of corporate organization, establishing policies to ensure adequate management development and to provide for capable management succession.
  • Develops and manages the EMS budget through monitoring expenditures, forecasting, and identifying staffing needs.
  • Monitors and recommends personnel training programs to develop skills and improve quality of work in order to maintain competitive in EMS market.
  • Assess and identify workforce staffing solutions.
  • Participates and makes recommendations on quality assurance programs for pre-hospital medical care.
  • Participate, analyze, and make recommendation on EMS equipment needs.
  • Helps employees to settle work-related issues through advice and recommendation.
  • Ensures thorough investigation internal and external complaints on performance issues and provides service recovery as necessary, including memorialize, track and trend of service issues.  
  • Develop and oversee a comprehensive quality improvement program for MCHD-EMS.
  • Develop and maintain good working relationships with government, civic and business leaders where applicable locally, regionally, and nationally. Provides information and assistance to other departments, agencies, and the public on various community events.
  • Maintain the highest degree of integrity while conducting affairs in a sound and ethical manner.
  • Develop and maintain a monthly reporting program to keep Board Members and the public aware of system performance, financial information, and /or other subjects of interest.
  • Develops and installs procedures and controls to promote communication and adequate information flow within the organization.
  • Prepares staff reports, requests for proposals, project research, cost estimating and overseeing project implementation from inception to completion.
  • Maintain current on EMS trends, technology, regulations and laws.
  • Represents MCHD services by attendance at EMS related meetings and serves on committees as requested.
  • Create, maintain and manage to department budget 
  • Develop staff through training, education and timely feedback for ongoing performance management and employee growth.
  • Create, implement and hold staff accountable to department and organization policies and procedures.
  • Identify, track, analyze, create and report action plans for departmental quality metrics and risk mitigation.
  • Establish and model a service oriented culture that supports the organizational values.

 

SUPERVISORY RESPONSIBILITIES

Manages subordinate supervisors who supervise employees in EMS Operations, Department of Clinical Services, Fleet, and Dispatch.  Is responsible for the overall direction, coordination, and evaluation of these units.  Also directly supervises non-supervisory employees.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

MINIMUM QUALIFICATIONS

  • Bachelor’s degree preferred or at least 8 years of progressively responsible emergency management and/or emergency medical services.

 

SKILLS and KNOWLEDGE

  • Proficient word processing, database, and spreadsheet skills required.
  • Basic Email and internet skills required.

 

CERTIFICATES, LICENSES, REGISTRATIONS

  • Current Texas Driver’s License.
  • Texas Department of State Health Services Paramedic certification or Licensed Paramedic preferred.
  • Remain insurable by the current insurance vendor of MCHD.
  • Required NIMS Training as referenced in the Safety & Emergency Management Policy SEM 27-201
